Only having papers and patents is insufficient; domestic production lines and testing equipment are necessary. Leading rule-setting ensures global supply chains revolve around local standards. HAI co-authored the 2026 SETR report with Stanford Engineering College. Amy Zegart mentioned that algorithms need to be translated into executable strategic options for policymakers.
